This 13" clone is, in fact, bootable since I tried it with the 13" MBP yesterday after the clone. If you have a Mac, you can use SuperDuper to clone your hard drive It is free and very easy to use. I rebooted and held option and I was only presented with either the 15" clone or the internal HD as bootable options. Start the cloning process It might take a while if you have a lot of files.

Then if you want to restore, do a fresh OS install on the internal boot drive and restore your data from the external drive where you cloned your Data partition. I was able to select the 13" clone in System Prefs and it all looked fine, but when I booted, it took a while then booted from one of the other 2 bootable volumes mounted (either the internal drive or the 15" drive in the same enclosure as the 13" drive). Use an older version of SuperDuper that will copy just the Data partition of your M1 Mac’s boot volume that’s everything you really need to be backed up. I just tried booting from the 13" clone on the 15". Both drives are bootable for their respective machines.
